Use about 10 jalapenos, half an onion, 2 garlic cloves, 3/4 cup white vinegar, 1/2 cup water, lime, cilantro, oregano, salt, and optional cumin.
Brown the onion and garlic, bloom the dried spices, then simmer the whole de-stemmed peppers with vinegar and water. Blend with lime and cilantro; leave it textured for spooning or blend smooth for a bottle sauce.
This is the best choice for a large surplus because it works on tacos, eggs, burritos, and sandwiches and keeps for about a month in the refrigerator.
